    Officer Culbreth participated in the 2021 arrest of Mr. Reynolds, during which excessive force was allegedly used. The lawsuit included claims against Culbreth for failure to intervene. The court determined that Culbreth did not fail to intervene in Reynolds’ arrest, and thus, there were no constitutional violations attributed to him.
