On December 14, 2019, Officer Foose observed Terelle Thomas and another individual entering a vehicle after leaving a bar. Suspecting Thomas had ingested cocaine, she initiated a traffic stop. Despite observing signs indicating possible drug ingestion, including white residue around Thomas’s mouth and his denial of drug use, Officer Foose did not ensure he received immediate medical attention. Thomas was transported to the Dauphin County Booking Center, where he later suffered cardiac arrest and died on December 17, 2019. A lawsuit was filed alleging deliberate indifference to Thomas’s serious medical needs, resulting in his death.
