Officer Francis was accused of constitutional violations in a lawsuit filed by plaintiffs Gray and Peterman. The plaintiffs alleged that Officer Francis engaged in misconduct, leading them to file a written complaint with Captain Bradshaw of the Eufaula Police Department. However, they never received a response or investigation into their complaint. The court found that the isolated actions of Captain Bradshaw in not returning the plaintiffs’ call or investigating the complaint were insufficient to establish liability against the City of Eufaula.
