Officer Grabiak has been implicated in multiple incidents of misconduct, including harassment and abuse of authority. In the early 2000s, he was named in at least seven lawsuits alleging violations of citizens’ rights. Community members, such as Terry White and Edward Harris, reported ongoing harassment and mistreatment by Officer Grabiak, despite filing numerous complaints with the police department. Additionally, his personnel file was reported missing, raising concerns about record-keeping and accountability within the department. The Mayor acknowledged that the number of lawsuits against Officer Grabiak signified ‘misbehavior’ and highlighted issues with his conduct.
