    In June 1998, Officer Green was involved in two incidents leading to his termination. On June 2, he used excessive force against a restrained prisoner, resulting in a formal reprimand. Two days later, while off-duty, he engaged in inappropriate behavior at local bars, including taunting patrons with derogatory language and lewd dancing, and breaking a pool cue over his knee. The Civil Service Board found his actions constituted conduct unbecoming an officer, leading to his dismissal.
