In 2005, Officer Harwood was involved in the arrest of Ms. Chase at her residence. The incident led to a lawsuit alleging wrongful arrest and excessive force. Ms. Chase claimed she was cooperative, yet Officer Harwood forcibly restrained and arrested her without probable cause. The case highlighted disputes over the use of force and the presence of a ‘mental patient’ alert code in Ms. Chase’s police file, which Officer Harwood claimed he was unaware of at the time of the arrest. The court denied summary judgment, indicating that the facts were sufficiently disputed to warrant a trial.
