    On December 17, 2017, Officer Haws arrived at a gas station where Officer Martin was interacting with Mr. Thayne. After Mr. Thayne attempted to leave and was pursued, Officer Haws approached the passenger side of Mr. Thayne’s vehicle with his gun drawn during the stop. After determining Mr. Thayne was unarmed, officers holstered their weapons and forcibly removed him from the car. Mr. Thayne filed a lawsuit alleging excessive force and other claims.
