In May 2016, Officer Holmer received a letter of reprimand for inappropriate use of force, specifically using his Taser on an inmate who was cooperating while on his knees with his hands above his head. In a subsequent incident, Holmer was involved in the death of an inmate, Whitley, where he discharged his Taser multiple times during an attempt to gain compliance. Despite his involvement, there was no record of an investigation into these instances, and no disciplinary action was included in his file.
