    In April 2006, Officer Jared Taylor detained Mark Plascencia under suspicion of burglary. Taylor handcuffed Plascencia tightly, causing pain due to his arthritis, and allegedly struck him with a baton during a search. Plascencia passed out and was hospitalized. A jury found Taylor had unreasonably seized Plascencia and used excessive force, awarding $5,000 in damages.
