On July 27, 2020, Officer Hilgart conducted an illegal search of Mr. Heinze’s voice recorder without permission or a known search warrant, violating Fourth Amendment rights. He also left Mr. Heinze in a hot patrol car for 20 minutes, disregarding his health and safety. These actions demonstrate a disregard for constitutional protections and proper police procedures by Officer Hilgart.
