Then-Sergeant (now-Lieutenant) Kayla Miller supervised Officer David Taylor from July 2018 to 2021. During this period, Taylor received multiple disciplinary actions for performance deficiencies, including issues with report writing and submission. Miller attempted to correct these issues on multiple occasions. In May 2020, Chief Ruszkowski implemented a performance improvement plan for Taylor, and he was placed on a one-day suspension without pay.
