In May 2015, Officer Kenneth Conti allegedly struck Sarkis Hagopian in the back of the head with a baton while Hagopian was on his knees with his hands in the air. This incident led to a lawsuit filed by Hagopian against the City of Newport and Officer Conti, alleging excessive force. The lawsuit sought $500,000 in damages. Additionally, between 2015 and 2018, three other individuals filed formal complaints of excessive force against Officer Conti. These complaints raised concerns about the Newport Police Department’s handling of excessive force allegations and their investigatory processes.
