Officer Kevin Riley assigned Officer Thomas Connor to investigate Anthony Novak’s parody Facebook page in March 2016. Riley directed Connor to obtain search and arrest warrants, resulting in Novak’s arrest and prosecution. Novak was acquitted and later filed a civil-rights lawsuit alleging constitutional violations. The Sixth Circuit Court of Appeals permitted the lawsuit to proceed, suggesting possible misconduct by Riley.
