    In 2022, Officer Harrelson participated in the arrest of Patricha Owens, during which excessive force was allegedly used. Owens informed the officers of her shoulder injury, yet Harrelson assisted in handcuffing her behind her back, leading to significant injuries. A lawsuit was filed against him, but the court granted him qualified immunity, dismissing the excessive force claim.
