In October 2019, Officer N.M. Caesar was involved in an incident where a man was allegedly placed in a chokehold during an altercation outside Colley Cantina. Body camera footage shows Officer Caesar interacting with the individual, who was later taken to the hospital and arrested for public intoxication. The charge was dismissed after community service. Officer Caesar resigned from the Norfolk Police Department in 2022.
