In August 2019, five Arlington County police officers were involved in the forceful detention of a mentally ill man, Delgardo Franklin, who was sitting alone in a bus shelter. The officers tackled and arrested Franklin, leading to a lawsuit alleging wrongful arrest, excessive force, false imprisonment, malicious prosecution, and emotional distress.
