In 2024, Officer Nicholas Quinn was accused by plaintiff Wills of issuing false traffic violations and engaging in retaliatory actions, including fabricating tickets, false arrests, and unlawful seizures. Wills alleged that Officer Quinn, acting through Heather Bowden, issued misdemeanor speeding tickets without proper evidence. The lawsuit also claimed that officers, including Quinn, harassed Wills by driving past his house, sending threatening messages, and contacting his employers, leading to job losses. Wills sought $5,000,000 in compensatory damages and the decertification of the involved officers. The court granted motions to dismiss the case without leave to amend.
