    In 2024, Officer Nicholas Quinn was accused by plaintiff Wills of issuing false traffic violations and engaging in retaliatory actions, including fabricating tickets, false arrests, and unlawful seizures. Wills alleged that Officer Quinn, acting through Heather Bowden, issued misdemeanor speeding tickets without proper evidence.
