In March 2013, Officer Paul Lehman was involved in the fatal shooting of Wayne Arnold Jones, a 50-year-old Black man, who was shot 22 times by five officers. The incident led to a $3.5 million settlement with Jones’ family. A federal appeals court criticized the officers’ actions, stating that shooting an incapacitated, injured person who was not moving crossed a ‘bright line’ and could be held liable.
