In November 2017, Officer Peter Burke, while serving as an investigator in the Major Crimes unit, initiated a sexual relationship with a victim of intimate partner violence he was assigned to assist. The relationship, which began under the guise of professional support, lasted approximately two months. In May 2021, Burke allegedly sexually assaulted the same victim at her home while in uniform and armed. Following an internal investigation, Burke pleaded guilty in August 2022 to three counts of insubordination and one count of discreditable conduct, resulting in a demotion from first-class senior constable to second-class constable for one year. A civil lawsuit filed in November 2023 seeks $4.5 million in damages against Burke and the Windsor Police Services Board, alleging negligence and breach of duty.
