In November 2013, Officer Ramsey responded to a domestic disturbance at the Starrett residence. After Mrs. Starrett closed the door to prevent entry without a warrant, a struggle ensued. Mrs. Starrett alleged that Officer Ramsey threw her to the ground, causing a broken arm. She filed a lawsuit alleging unlawful arrest and excessive force. The court granted summary judgment to the officers, determining they were entitled to qualified immunity due to the lack of clearly established law in this situation.
