In July 1992, Officer Randall Ramsey pleaded guilty to federal charges of beating two homeless individuals, John Black and William R. Davis, in unprovoked attacks. These incidents were part of a broader pattern of abuse by Gastonia police officers against homeless individuals between 1987 and 1990. Officer Ramsey resigned from the force following the charges.
