    Lieutenant Richard ‘Ricky’ Rees was implicated in a 2012 case where he was alleged to have acted as a messenger and liaison between Officer Broussard and higher-ranking officials within the Lafayette Police Department. After Broussard’s appeal of a disciplinary action, Rees informed her of her shift transfer from days to nights, which she considered a demotion. However, the court found that the allegations against Rees were frivolous, as they merely indicated his role as a communicator without direct involvement in any constitutional deprivation, leading to the dismissal of all § 1983 claims against him.
