In July 2018, Officer Russell was involved in the arrest of Mr. Baker, who alleged that Russell used excessive force by pushing down on his head while assisting him into a patrol vehicle, causing serious injury to Baker’s cervical spine. Russell testified he did not recall touching Baker’s head. The charges against Baker were later dismissed. A lawsuit was filed against Russell and others, alleging unlawful arrest, malicious prosecution, and excessive use of force.
