In July 2003, Officer Stephens engaged in sexual misconduct with a female inmate, Aquia Averhart, while she was incarcerated. He made sexual remarks and jokes, and eventually coerced her into sexual acts by suggesting it would make her time in jail easier. This behavior led to legal action against the City of Prattville and its officials for failing to supervise and train Stephens adequately.
