Officer Steven Fowler was involved in multiple incidents leading to disciplinary actions. In 2004, he was suspended without pay for 15 days for engaging in an inappropriate relationship with a complainant and lying to investigators. Additionally, he was terminated for misconduct involving unauthorized use of the LEADS system and lying under oath, but an arbitrator later reduced the penalty to a nine-month suspension without pay.
