In February 2014, Officer T.C. Webb arrested Larry McLean based on an outdated Order for Arrest that was accompanied by a ‘Do Not Arrest’ order. Despite this, Webb transported McLean to the Wake County Detention Center, where McLean was detained for six days. McLean filed a lawsuit alleging violations of his constitutional rights and state law torts, including false imprisonment.
