In February 2013, Officer Tetsis seized a woman’s cell phone without a warrant while she was recording an arrest, violating her First and Fourth Amendment rights. The cities of Portland and Gresham settled the resulting lawsuit in April 2017, agreeing to new policies and training, with Gresham paying $85,000 in legal fees.
