Major Terry Head was involved in a 2012 case where he was accused of being tardy in delivering a reprimand letter to Officer Broussard following her disciplinary proceeding. This delay impacted Broussard’s ability to invoke her appeal rights in a timely manner. Additionally, after Broussard’s transfer to the night shift, her request to speak with Major Head regarding the transfer was denied. However, the court found that these factual allegations did not support a claim for liability in an individual capacity under § 1983 based on the alleged First Amendment violation, leading to the dismissal of all § 1983 claims against Major Head.
