In August 2016, Officer Troy Raines approached a house party and ordered attendees outside. He confronted a 17-year-old Black teenager, ordering him to remove his hands from his pockets. After the teen complied, Raines shouted at him, ordered him to turn around, and, with Officer Joshua Perrott’s assistance, threw the teen to the ground and handcuffed him. Raines also turned off his body-worn camera during the incident, violating department policy.
