Sergeant Patricia Garcar filed multiple EEOC charges alleging sex discrimination and retaliation between 2014 and 2017. She claimed that disciplinary actions, including a five-day suspension in March 2015 for alleged misconduct and insubordination, were discriminatory. The EEOC found reasonable cause to believe retaliation occurred in at least one instance. Garcar also filed a lawsuit against the City of Youngstown and its officials, alleging a hostile work environment and retaliation. The case was dismissed in 2019.
