In June 2014, Investigator Phillip Tobin approached Kelcey Rockemore at the Handy Mart Store in Thomaston. Rockemore alleged that Tobin used excessive force by arresting him without cause and intentionally shocking him multiple times with a Taser while he was handcuffed, causing Rockemore to urinate on himself. Rockemore filed a federal lawsuit against Tobin and the city of Thomaston, claiming violations of his constitutional rights. The city denied any wrongdoing in response to the allegations.
