    Commander Ralph Ennis, who retired in March 2023, was accused of sending inappropriate messages to a young female officer via Instagram shortly after she graduated from the academy in 2018. He allegedly commented on her appearance and offered favors, creating a hostile work environment. The officer did not report the behavior at the time due to fear of retaliation.
