In 2016, as Chief Deputy and Jail Administrator, Branscum instructed a group of inmates to assault another prisoner. He moved the victim into a cell with the instructed inmates and, when the victim attempted to leave, forced him back inside, allowing the assault to occur. The victim suffered head wounds and other injuries. Branscum pleaded guilty to the charges and was sentenced to 12 months and one day in prison.
