In 2015, Sheriff Richard Besecker was named in a lawsuit following the death of Joseph Duke III while in custody. The lawsuit alleged inadequate medical care and supervision. In 2018, the United States Court of Appeals for the Tenth Circuit affirmed the district court’s decision granting qualified immunity to the individual defendants, including Besecker, and found no basis to hold the Sheriff’s Office liable.
