In 1997, Officer Richard Duggan was accused of taking a $100 bill from a DUI suspect’s purse during an off-duty incident. Witnesses reported seeing Duggan take the money and later drop it back into the suspect’s car. Following an internal investigation, Duggan was terminated from the Orange Beach Police Department. He appealed the termination, alleging procedural due process violations, but the Supreme Court of Alabama ultimately upheld his dismissal in 2000.
