Former Sergeant Richard Ramirez was convicted in May 2021 of multiple domestic violence-related crimes against three victims, including his girlfriend from 2011 to 2018. The victims reported repeated assaults, stalking, intimidation, and abuse. Despite multiple reports to the Tulare County Sheriff’s Office, the department allegedly ignored or was indifferent to the victims’ complaints. A federal civil rights lawsuit was filed against Ramirez and the department, alleging mishandling of internal investigations and failure to take disciplinary action.
