Between 1991 and 2001, Officer Roper faced multiple disciplinary actions: a five-day suspension in 1991 for a physical altercation and failure to report it; a written warning in 1993 for losing his temper in a store; a verbal warning in 1993 regarding handling a merchant-customer dispute; a 1995 finding of filing an unjustified internal-affairs complaint; a written warning in 1999 for misuse of the criminal-justice computer system; a one-day suspension in 2001 for insubordination; and a 2001 notation for refusing to sign a performance review.
