Officer Robert Bowling, a member of the Fishers Police Department since 2008, was placed on leave in 2019 amid allegations of ghost employment. An investigation revealed that Bowling worked approximately 1,015 hours ‘off the clock’ on special assignments, including a history project, without compensation. In 2020, Bowling filed a federal lawsuit against the City of Fishers, alleging violations of the Fair Labor Standards Act. The internal investigation led to termination proceedings against him.
