CSPD Officer Robert Comstock was sued for $100 million by Jacob Root after a May 2022 incident in which Comstock’s use of a Taser during a foot chase caused Root to fall and break his neck, leaving him paralyzed. Root alleged Comstock’s use of force was excessive and violated the Fourth Amendment, noting that Root was fleeing and posed no immediate threat when the Taser deployment caused his catastrophic injury. In March 2025 a federal judge dismissed Root’s civil rights lawsuit, ruling that Comstock’s actions were reasonable under the circumstances; the dismissal was without prejudice, allowing Root to potentially refile with new evidence.
