A 2002 report by the New York State Commission of Investigation found that Thoubboron abused his power by targeting and intimidating public officials and employees who opposed him. Incidents included directing deputies to issue summonses to legislators during policy disputes and misusing department resources for personal and political purposes. In 2000, a federal jury found him guilty of violating the civil rights of former Putnam County Fire Coordinator John Leather, awarding substantial damages.
