    Chief Robin Lees was named in a lawsuit filed by Sergeant Patricia Garcar, alleging a hostile work environment and retaliation between 2011 and 2017. Garcar claimed that Lees failed to address her complaints about Lieutenant William Ross’s discriminatory and retaliatory conduct. The EEOC found reasonable cause to believe retaliation occurred in at least one instance. The lawsuit against Lees and the City of Youngstown was dismissed in 2019.
