    Hired as an Oakman police officer in December 2009. On February 7, 2010, voided a traffic ticket he had issued, which led to a dispute with Magistrate Leon Welch and Mayor Joyce Todd. Phillips was arrested on September 20, 2010, for improperly disposing of a traffic citation. The arrest was based on a warrant issued by Welch, following a complaint by John Wilson. The legitimacy of the arrest was later challenged in court, with allegations of lack of probable cause and potential misconduct in the issuance of the warrant. The charge against Phillips was ultimately dismissed. Phillips’ arrest was central to a lawsuit alleging malicious prosecution and other claims.
