In 2008, Sergeant Roy Hughes was involved in the arrest of Bobby Simmons, who was experiencing a diabetic episode. Hughes instructed Officer Jeffery Jackson to arrest Simmons despite medical personnel indicating Simmons’ condition. An internal investigation concluded that Hughes used poor judgment in ordering the arrest, leading to his demotion from Permanent Police Sergeant to Probational Patrolman First Class.
