    In June 2015, Officer Ruben Escajeda responded to a 911 call regarding Daniel Ramirez, who was experiencing a mental health crisis and attempting suicide by hanging. Upon arrival, Escajeda observed Ramirez with a rope around his neck, standing on his tiptoes. Escajeda deployed his taser, causing Ramirez’s muscles to contract, which led to his death. The Ramirez family filed a federal lawsuit alleging excessive force and inadequate training by the El Paso Police Department. In June 2023, the City of El Paso agreed to a $600,000 settlement with the Ramirez family.
