Officer Duncan was terminated in October 2019 after two off-duty incidents in August 2019. In one, he was found intoxicated and partially undressed in his car at a Burger King parking lot, allegedly using a racial slur. Two days later, he was found passed out in a Cumberland Farms parking lot. The State Board of Mediation and Arbitration upheld his termination for violating department policies, including conduct unbecoming of an officer.
