Employed since 2008, Silva filed a lawsuit in 2019 alleging retaliation for whistleblowing. He reported the secret purchase of automatic weapons without proper policies and procedures, and claimed he was demoted and placed on administrative leave for supporting a colleague’s sexual harassment allegations. The lawsuit also alleged that he was removed from a sexual assault investigation to protect a suspect connected to department leadership.
