In September 2021, Officer Samuel Waters was involved in two separate incidents of excessive force. In the first, he pressed his nightstick against the back of a man’s neck during an arrest, despite the suspect being compliant. Nine days later, Waters confronted Dwayne Brown in a convenience store, where he slammed Brown’s head into a plexiglass panel twice without provocation. Waters was indicted on multiple charges, including assault, official misconduct, perjury, and tampering with public records.
