Officer Phillips filed a Charge of Discrimination with the EEOC on October 23, 2014, alleging gender discrimination. Following this, she experienced a significant increase in internal investigations and disciplinary actions. Prior to her EEOC charge, she had three administrative investigations over 14 years; post-charge, she faced 12 investigations in 16 months, resulting in seven disciplines. Phillips claimed these actions were retaliatory, as similar conduct by other officers did not result in discipline. A jury found in favor of Phillips on her retaliation claim.
