Sergeant Scott Hinshaw was present during the January 2022 incident involving a 16-year-old runaway girl who was subjected to Taser deployments while handcuffed. The lawsuit filed in January 2024 alleges that Hinshaw failed to intervene to prevent the unlawful use of force. Hinshaw is no longer employed with the Custer County Sheriff’s Office.
