In June 2014, Officer Scott Spillman pulled over Jason Maraman and cited him for driving 30 mph in a 20 mph zone. Maraman later filed a federal lawsuit accusing Spillman of giving false testimony, alleging that Spillman stated the speed limit was 20 mph when it was actually 40 mph.
